UPDATE - COVID-19 community outbreak on Haida Gwaii

Ongoing contact tracing and testing for COVID-19 on Haida Gwaii has identified six additional lab-confirmed cases related to a community outbreak declared on July 24th. Northern Health public health staff are currently following up on a total of 20 cases; 13 are considered active, while seven individuals have recovered, at this time. 

The additional cases do not represent a significant expansion of the outbreak, nor do they suggest wider spread of COVID-19 in Haida Gwaii communities. While contact tracing work continues, it is believed the new cases are also epidemiologically linked to the original outbreak cases. 

The recently-identified Haida Gwaii cases are from exposures that took place prior to last week’s outbreak declaration. It would not be unexpected to identify additional cases in coming days, where exposure also occurred within the same COVID-19 incubation period.

All of the active cases continue to self-isolate at home, and none have required hospital care, to date. Northern Health and the First Nations Health Authority continue to work with Council of the Haida Nation and municipal governments on Haida Gwaii, to coordinate the community response to the outbreak. This includes ensuring individuals who may need to self-isolate outside their home community, or nearer to a higher level of care, have the support they need. 

Close contacts of any confirmed cases will be informed by public health officials, and supported in actions they should take, such as self-monitoring or self-isolating. It’s very important that anyone experiencing potential COVID-19 symptoms self-isolate, and contact their primary care provider or the NH COVID-19 Online Clinic & Info Line (1-844-645-7811). 

To help bend the curve on Haida Gwaii and stop the spread of COVID-19, we encourage community members to: 

Be Safe:
  • Stay home as much as possible.
  • Get tested if you are have any COVID-19 symptoms or are feeling sick.
  • Maintain physical distancing of greater than two metres – this is more important than ever.
  • Wash your hands often with soap and water for at least 20 seconds.
  • Wear a mask when physical distancing cannot be maintained.
     

Have Safe Gatherings:

  • Fewer faces in bigger spaces. Limit your gatherings to small groups and hold them outside.
  • Keep gatherings to people you know and keep track of who attends, so we can contact them if someone gets infected. If you host a gathering, you are expected to have the names and contact information of those that attend.
  • Limiting gathering size in private residences to six people.

  • Maintain the confidentiality of those who are sick or who are contacts
  • Show support and caring to those who are sick or who are contacts

The River Forecast Centre is Ending the High Streamflow Advisory for:

The Upper Fraser River including tributaries above Hansard
The mainstream of Middle Fraser River to Lytton
The rivers have responded to the thunderstorms yesterday and this morning and the river levels have risen slightly. According to the latest hydrological modeling, the river levels are expected to rise slightly but below the 2-year return period levels this weekend. With the forecast seasonably hot and dry weather pattern beginning Saturday, the river levels are expected to drop further next week.

The River Forecast Centre continues to monitor the conditions and provides updates as conditions warrant.

A Flood Warning means that river levels have exceeded bankfull or will exceed bankfull imminently, and that flooding of areas adjacent to the rivers affected will result.

The River Forecast Centre is maintaining a Flood Watch for:

  • Quesnel River (MAINTAINED)

The River Forecast Centre is downgrading to or maintaining a High Streamflow Advisory for:

  • Upper Fraser River including tributaries like the McGregor River, Dore River and McKale River (DOWNGRADED)
  • Fraser River mainstem from Marguerite to Boston Bar (MAINTAINED)
  • Middle Fraser tributaries including areas around Williams Lake and 100 Mile House (MAINTAINED)

A pulse of water from a moderate rainfall event that occurred over the Upper Fraser and Cariboo regions Wednesday to Friday is slowly moving through rivers within the Upper Fraser region. Rainfall totals from Wednesday to Friday morning range from 10 to over 60 mm, the highest occurring at the Hedrick Lake (1A14P) automated snow weather station. Smaller rivers and tributaries within the region peaked late yesterday (July 17th) in response to this event and are now falling. Specifically, the McKale River near 940m Contour (08KA009) peaked near 82 m3/s (near a 5 year flow) late July 16th, and the Morkill River below Hellroaring Creek (08KA013) peaked at 270 m3/s (below a 2-year flow) late July 16th. The McGregor River peaked at 1450 m3/s (close to a 5 year flow) today and is just beginning to fall as of Friday afternoon (July 17th).

The Quesnel River is flowing at 1020 m3/s (10-year flow) and is expected to remain high during the following days due to the current rainfall. Water from rain this week is moving down the Fraser mainstem, driving currently increasing flows at Fraser at Prince George and higher flows forecasted for downstream Fraser sites. Peaks on the mainstem Fraser due to this event are expected to remain below 5-year flows at this time. The Fraser River near Marguerite is flowing at 4420 m3/s (between 1-year and 2-year flow), and is forecast to rise over the weekend. The San Jose River is flowing at 18.2 m3/s (between a 20-year and 50-year flow).  

Dry conditions expected for the weekend should help mitigate high flows; however, unsettled weather forecast for the following week could be problematic within systems that are already high.

Current conditions include:

  • McKale River near 940m Contour (08KA009) is flowing at 52.4 m3/s (1-2 year flow)
  • Morkill River below Hellroaring Creek (08KA013) is flowing at 225 m3/s (1-2 year flow)
  • Dore River near McBride (08KA001) is flowing at 67 m3/s (1-2 year flow)
  • McGregor River at Lower Canyon (08KB003) is flowing at 1440 m3/s (5 year flow)
  • Fraser River at Shelley (08KB001) is flowing at 2990 m3/s (1-2 year flow)
  • Fraser River at South Fort George (08KE018) is at 8.335 m (1-2 year flow)
  • Fraser River at Marguerite (08MC018) is flowing at 4420 m3/s (1-2 year flow)
  • Quesnel River at Quesnel (08KH006) is flowing at 1020 m3/s (10 year flow)
  • San Jose River above Borland Creek (08MC040) is flowing at 18.2 m3/s (20-50 year flow)

The public is advised to stay clear of the fast-flowing rivers and potentially unstable riverbanks during the high-streamflow period.

The River Forecast Centre continues to monitor the conditions and provides updates as conditions warrant.

The River Forecast Centre is issuing a Flood Watch for:

  • Upper Fraser River, including tributaries like the McGregor River, Dore River and McKale River

The River Forecast Centre is maintaining a Flood Watch for:

  • Quesnel River

The River Forecast Centre is maintaining a High Streamflow Advisory for:

  • Fraser River mainstrem from Marguerite to Boston Bar
  • Middle Fraser tributaries including areas around Williams Lake and 100 Mile House

A moderate rainfall event is occurring over the Upper Fraser and Cariboo regions. As of Thursday morning, rainfall totals over the past 24-hours range from 5 to 35mm – the highest occurring at Hedrick Lake (1A14P) automated snow weather station. Since rivers have remained high due to heavy rain over the past three weeks, some tributaries of the Fraser River are rising rapidly from this rainfall event. The Dore River near McBride is flowing at 109 m3/s (between a 2-year and 5-year flow) and rising. The McKale River near 940m Contour (08KA009) is at flowing at 73 m3/s (between a 2-year and 5-year flow) and rising. The Morkill River below Hellroaring Creek (08KA013) is flowing at 240 m3/s (between 1-year and 2-year flow) and rising. The McGregor River is flowing at 982 m3/s (between 1-year and 2-year) and rising rapidly. Increases are expected in the Fraser River over the upcoming days due to the rainfall.

The Quesnel River remains very high and is flowing at 985 m3/s (10-year flow) and may rise again over the following days due to the current rainfall.  The Fraser River near Marguerite is flowing at 4360 m3/s (between 1-year and 2-year flow). The San Jose River is flowing at 18.4 m3/s (between 20-year and 50-year flow).  

Fortunately, dry conditions are expected for the weekend.  The following week may continue the recent trend of unsettled summer weather.

The public is advised to stay clear of the fast-flowing rivers and potentially unstable riverbanks during the high-streamflow period.

The River Forecast Centre continues to monitor the conditions and provides updates as conditions warrant.
