Village of McBride completes independent, third-party Organizational Review

One of Council’s top 2021-2023 Strategic Priorities and Initiatives for the Village of McBride was completed in December, which was to conduct a full Organizational Structure Review.

Council accepted a staff recommendation to proceed with an independent, third-party review to provide impartial observations and recommendations for future implementation.

Innova Strategy Group (ISG), based in North Vancouver, was selected due to its wealth of experience conducting over 50 similar reviews across BC. Kevin Ramsay, ISG Principal, has conducted 42 core service reviews, which have resulted in an approximate savings of $24 million. Kevin was joined by Ron Roole, a senior consultant of ISG, who has been a municipal CAO in BC since 1999.

The report was received by Council in December with a resolution for staff to bring back implementation options in the new year.

Some of the key recommendations included:

  1. Revise the current organizational structure and align business units
  2. Build the leadership team into a cohesive, functional and trusted entity
  3. Communicate, engage, and inspire the organization, targeting the relationships between Council, management, staff, and the community
  4. Complete a comprehensive asset management plan, including full condition assessment of all Village infrastructure
  5. Increase capacity in project management
  6. Develop a comprehensive project management and capacity analysis program, linking Council priorities, internal projects, grants, and other key deliverables
  7. Develop and implement a Village-wide employee performance development program, including opportunities for training and succession planning
  8. Become an employer of choice, through a salary and compensation review, staff development, and strong leadership
  9. Continue to evaluate opportunities for increasing revenues and decreasing expenses across the organization
